Join our team as an Intermediate Resource Consents Planner and help shape the way Napier grows. In this role, you’ll assess a variety of resource consent applications and apply your knowledge of the District Plan, the Resource Management Act, and other planning frameworks to support good, practical decisions.
You’ll prepare clear planning assessments and provide advice to property owners, developers, surveyors, lawyers, and Council teams on land use and development proposals. It’s a role where you’ll use your judgement, work through complex planning matters, and help find balanced solutions that work for both the community and the environment.

Te Āheinga - The Opportunity
Assess a range of resource consent applications against the Resource Management Act, District Plan, and other planning requirements.
Prepare clear planning reports and recommendations to support decision making.
Provide practical planning advice to applicants, developers, consultants, and the public.
Guide customers through the resource consent process, including pre-application meetings.
Work with internal specialists and external stakeholders to progress applications and resolve planning matters.
Undertake site visits and assess proposals within their environmental and planning context.
Manage your own caseload and ensure applications are processed within statutory timeframes.
Contribute to positive planning outcomes that support Napier’s growth while protecting the environment.
He kōrero mōhou - About You
A tertiary qualification in Planning (or similar) and eligibility for professional membership.
Around 2–5 years’ experience in resource management, ideally within resource consents or policy (local government experience is a bonus).
A good working knowledge of the Resource Management Act, District Plans, and planning regulations.
Strong communication and interpersonal skills, with the ability to work with a wide range of stakeholders.
Sound judgement and problem-solving skills, with the ability to balance competing priorities.
The ability to manage deadlines and workloads while maintaining high-quality outcomes.
A collaborative and customer-focused approach to working with both internal teams and the public.
Confidence using MS Office and other systems to support your work.

This is a permanent, full-time position working 40 hours a week in Napier CBD. The pay range for this role is $91,400-$107,500 (including KiwiSaver), with the final offer depending on your skills and experience.
We will be interviewing applications as we receive them and may close the role when we have found the right person.
