Portfolio Lead – Transformation & Digital

Napier City Council is looking for an experienced and strategic leader to join our Strategy & Programme Delivery team as Portfolio Lead – Transformation & Digital. In this role, you will oversee a diverse portfolio of organisation-wide initiatives, ensuring projects are prioritised, aligned with Council objectives, and delivered to create lasting value for our community.
You’ll play a pivotal role in embedding a culture of continuous improvement and digital enablement, guiding teams through change, and championing innovative solutions that streamline services and drive operational excellence. This is a unique opportunity to shape the Council’s transformation journey and contribute to a future-ready, agile organisation.
Te Āheinga - The Opportunity
- Lead and oversee the delivery of Council-wide transformation and digital initiatives, ensuring alignment with strategic priorities.
 - Champion the integration of innovative digital tools and solutions to improve services, efficiency, and customer experience.
 - Collaborate with internal teams, iwi partners, and external stakeholders to ensure successful project outcomes and adoption of change.
 - Shape a culture of agility, innovation, and continuous improvement that supports Napier City Council’s long-term vision.
 
He kōrero mōhou - About You
- 7–10 years’ experience leading complex transformation or digital portfolios, preferably in public sector or large organisational environments.
 - You are a strategic thinker with proven ability to align multiple projects to overarching organisational goals and priorities.
 - You have strong stakeholder engagement and communication skills, with experience working across technical and non-technical teams.
 - You are confident in project delivery, change management, risk mitigation, and performance reporting, with a passion for driving continuous improvement.

This is a permanent, full-time opportunity working 40 hours per week, Monday-Friday. You will be based in Napier.
The annual salary package for this role is between $112,900-$132,800 (including KiwiSaver), with the final offer depending on your skills and experience.
