Help define and deliver the capital investment programme that keeps Napier’s water networks future-ready
This newly created Capital Investments Planner role offers the opportunity to make a real impact on Napier’s water, wastewater, and stormwater networks. You’ll be central to turning long-term infrastructure strategies into a prioritised, deliverable capital works programme that balances risk, compliance, and growth needs.
Working alongside a collaborative and multi-skilled team, you’ll plan and sequence projects, assess renewal requirements, and ensure investment decisions are informed by reliable data and lifecycle asset management principles. Your work will directly contribute to delivering resilient, sustainable infrastructure that meets the needs of our growing community.

Te Āheinga - The Opportunity
- Develop long-term capital plans and forward works programmes for Napier’s water, wastewater, and stormwater networks.
- Assess asset renewal and new infrastructure needs, applying lifecycle costing and risk-informed planning.
- Collaborate across delivery, operations, and planning teams to maintain a well-defined, ready-to-deliver project pipeline.
- Ensure plans meet regulatory, legal, and organisational requirements while aligning with strategic priorities.
- Provide financial, analytical, and technical insight to support robust, sustainable capital investment decisions.
He kōrero mōhou - About You
- Tertiary qualification in Civil Engineering, with 5+ years’ experience in capital planning, infrastructure investment, or related roles.
- Strong understanding of lifecycle costing, renewals forecasting, and capital budgeting processes.
- Familiarity with water, wastewater, and stormwater infrastructure systems, asset management systems, and modelling tools.
- Excellent collaboration and communication skills, able to work across technical, operational, and strategic teams.
- Analytical, detail-oriented, and able to balance multiple priorities while ensuring plans are financially and operationally achievable.

This is a permanent, full time opportunity working 40 hours per week, Monday-Friday. You will be based in Napier.
The annual salary package for this role is $105,700-$124,300 (including KiwiSaver), with the final offer depending on your skills and experience.
