Napier City Council is entering an exciting new chapter following a recent organisational redesign, and we are thrilled to introduce a brand-new Contracts Advisor role. This is a unique opportunity to join our Strategy & Urban Development – Strategy & Programme Delivery team and play a key role in strengthening contract management capability across the organisation.
In this newly created position, you will work closely with project managers, portfolio leads, business unit managers, and other stakeholders to ensure contracts are managed efficiently, compliantly, and in alignment with Council’s strategic objectives. You will take ownership of your responsibilities, provide expert guidance on contract preparation, administration, and performance monitoring, and support continuous improvement across the contract lifecycle.

Te Āheinga - The Opportunity
- Lead the preparation, review, and administration of professional services and construction contracts, providing expert guidance on contract selection, special conditions, and tender documentation (including NZS3910).
- Act as a key advisor to project and portfolio leads, supporting day-to-day contract management and building capability across the team.
- Maintain the Contract Register and Contractor Performance Framework, ensuring compliance with Council policies, legal obligations, and audit requirements.
- Manage contract-related information, including lodgement on GETS, and ensure timely availability of accurate records for internal and external audits.
- Support team development and process improvement by providing guidance on contracts and sharing lessons learned
He kōrero mōhou - About You
- Tertiary qualification in procurement, contract management, business, law, or a related discipline, with 3–5 years’ experience in contract management, procurement, or a related field—ideally in the public sector, infrastructure, or construction environment.
- Strong advisory and coaching skills, with experience supporting project managers and non-legal staff, and a solid understanding of contract law, public sector procurement regulations, and best practices.
- Excellent attention to detail, organisational and communication skills, and proficiency in MS Office and digital contract management systems.
- Collaborative, proactive, and committed to continuous learning.
- Knowledge of NZS3910 and other standard contract suites, and professional certifications in procurement or contract management (e.g., CIPS, NZISM) are highly desirable but not essential.

This is a permanent, full time opportunity working 40 hours per week (Monday-Friday). You will be based in Napier.
The annual salary package for this role is between $91,400-$107,500 (including KiwiSaver), with the final offer depending on your skills and experience.
