Team Leader Portfolio Delivery (Fixed Term)
Lead the delivery of major capital programmes while helping shape the future of Water Services.

As the water sector continues through significant reform, we're looking for an experienced delivery leader to join our Capital Delivery team and help ensure our programme of works continues to be delivered safely, consistently and to a high standard.
This fixed-term opportunity has been established to strengthen operational leadership across our Capital Delivery function during the transition to the new regional water entity. Working alongside the Manager Capital Delivery, you'll provide day-to-day leadership across a team of Portfolio Leads, bringing oversight to programme delivery, building capability across the team and driving consistency in the way projects are planned, governed and delivered.
This is an opportunity to step into a role with genuine influence. You'll work across multiple portfolios, partner with consultants, contractors and internal stakeholders, and play a key role in improving delivery performance while supporting projects that will leave a lasting impact on our community.
Te Āheinga - The Opportunity
As Team Leader – Portfolio Delivery, you'll:
Lead and develop a high-performing team, providing coaching, guidance and day-to-day leadership to Portfolio Leads while fostering a collaborative and accountable culture.
Provide oversight across the capital delivery programme, ensuring projects remain aligned with agreed scope, budgets, timeframes and quality expectations.
Strengthen programme governance and delivery, embedding consistent project management practices, reporting standards and delivery frameworks across multiple portfolios.
Build trusted relationships with consultants, contractors, internal teams and stakeholders to enable coordinated, efficient and successful programme delivery.
Support informed decision-making by identifying risks, resolving delivery challenges and providing programme-level reporting and insights.
Drive continuous improvement, helping strengthen systems, processes and delivery capability as Water Services prepares for its future operating environment.

You're an experienced infrastructure or capital delivery leader who enjoys developing people, improving how teams work and delivering complex programmes that make a real difference. You bring a collaborative leadership style, strong commercial judgement and the ability to confidently manage competing priorities while maintaining a focus on quality outcomes.
You'll also bring:
Experience leading capital programmes, infrastructure projects or portfolio delivery within a complex environment.
Proven success coaching, mentoring and developing high-performing project or programme delivery teams.
Strong knowledge of programme governance, project delivery, procurement and contract management.
Experience working with consultants, contractors and multiple delivery partners to achieve successful outcomes.
Excellent communication and relationship-building skills, with the ability to influence across technical and non-technical stakeholders.
A proactive, organised and solutions-focused mindset, with a commitment to continuous improvement and safe delivery.

This is a fixed term until 30 June 2027, full time opportunity working 40 hours per week, Monday-Friday. You will be based in Napier
The annual salary package for this role is $123,817 - $138,383 (including KiwiSaver), with the final offer depending on your skills and experience.
