Development Engineer (Fixed Term)

Napier City Council is seeking a skilled Development Engineer for a fixed term period until September 2026 to play a pivotal role in shaping the city’s infrastructure . You will be responsible for reviewing engineering and consent applications, ensuring that new development and assets meet Council standards and legislative requirements. Acting as a trusted point of contact for developers, consultants, property owners, and internal teams, you’ll provide expert advice and guidance that helps keep projects on track and aligned with strategic objectives.

You’ll manage applications, support compliance and asset management processes, and contribute to continuous improvements in Council systems and policies. Te Āheinga - The Opportunity
Review, assess, and approve engineering applications and consent proposals, ensuring compliance with Council standards and legislation.
Provide professional advice to developers, property owners, and internal teams on engineering, design, and compliance matters.
Oversee compliance, asset management, and infrastructure quality, including site inspections, “As Built” plan processing, and service connections.
Contribute to continuous improvement initiatives, updating policies, systems, and the Code of Practice to enhance Council processes.
Work collaboratively across Council teams, representing Council in hearings if required, and delivering high-quality outcomes that support Napier’s growth.
He kōrero mōhou - About You
Tertiary-qualified in Engineering, with 7–8 years’ experience in development or local authority engineering roles.
Strong knowledge of engineering, environmental, and planning principles, with practical experience in municipal works, design, survey, and construction oversight.
Experienced in local legislation, regulations, and policies including the District Plan, RMA, Building Act, Local Government Act, and Council Bylaws.
Proficient in Microsoft Office and GIS, with the ability to prepare professional reports and presentations.
Collaborative, proactive, and solution-focused, able to manage multiple applications and stakeholders while meeting statutory timeframes.

This is a fixed term opportunity until 30 September 2026 to cover a period of parental leave. You’ll be working 40 hours per week, Monday-Friday and based in Napier’s CBD.
The annual salary package for this role is between $105,700-$124,300 (including KiwiSaver), with the final offer depending on your skills and experience. Relocation packages are available for the right candidate.
