This role is based in Napier and sits within the Strategy & Urban Development Directorate, a team dedicated to shaping Napier’s future through planning, policy development, compliance and regulatory services to promote sustainable growth and community well-being.
Te Āheinga - The Opportunity
- Lead and develop the Development Engineering Team, fostering a collaborative, high-performance culture.
- Provide authoritative engineering input into infrastructure planning, design standards, and development projects.
- Oversee the review and processing of resource consents and engineering approvals, ensuring compliance with legislation, bylaws, and Council policies.
- Manage development and financial contributions policies, ensuring alignment with capital works planning and cost recovery.
- Build and maintain strong relationships with developers, iwi/Māori, internal teams, and external agencies to support integrated urban development.
- Contribute to ongoing updates of the Code of Practice for Subdivision and Land Development and relevant infrastructure policies, standards, and planning rules.
He kōrero mōhou - About You
- Tertiary qualification in Civil Engineering, Infrastructure Planning, or a related field, with 7+ years’ experience in team leadership within development or infrastructure engineering.
- Strong technical knowledge of development engineering, infrastructure design, and resource consent processes.
- Proven ability to lead teams, foster collaboration, and deliver high-quality, sustainable urban development outcomes.
- Skilled in stakeholder engagement, including working with iwi/Māori, developers, and regulatory agencies.
- Excellent communication, decision-making, and problem-solving skills, with a proactive, solutions-focused approach.

This is a permanent, full time opportunity working 40 hours per week, Monday-Friday. You will be based in Napier.
The annual salary package for this role is between $120,700- $142,000 (including KiwiSaver), with the final offer depending on your skills and experience.
