Maintenance and Asset Planner
Lead maintenance and renewal planning for Napier’s council buildings and help shape where Council invests to keep community facilities safe and open.
Every building has a point where another repair costs more than it saves. Knowing when to intervene, what to prioritise and where to invest takes sound judgement and a good understanding of how buildings are used. As our Maintenance & Asset Planner, you’ll help make those calls across Napier City Council’s building portfolio, keeping the facilities our community relies on safe, reliable and fit for purpose.
You’ll lead the development of Building Asset Work Plans, preventive maintenance programmes and long-term renewal forecasts. Using condition assessments, maintenance history and whole-of-life costs, you’ll work out where planned maintenance can extend an asset’s life, where a renewal should come forward and what can safely wait. You’ll turn that analysis into clear recommendations that help Council make informed decisions about where to spend and why.
There’s also scope to improve how we plan across the portfolio. You’ll work with facility and activity managers, project teams and technical specialists to improve the information we hold and turn it into work programmes teams can use.
Te Āheinga - The Opportunity
• Lead and maintain Building Asset Work Plans, lifecycle forecasts and prioritised renewal programmes across Council’s building portfolio.
• Develop and improve preventive maintenance programmes, using asset condition, maintenance history and risk to set priorities and address backlogs.
• Investigate asset issues, assess options and costs, and develop business cases for maintenance, renewals and capital investment.
• Improve the quality of asset registers, condition records and reporting so teams can rely on the information for day-to-day and long-term planning.
• Develop technical scopes and specifications, and provide technical input into tender evaluations, contractor performance reviews and asset handovers.
• Build statutory compliance, asbestos management, seismic priorities and resilience into maintenance and renewal planning.
He kōrero mōhou - About You
You’ve worked with building assets and can make a clear case for what needs attention, when and why. You’re comfortable getting into the detail of a condition report or maintenance history, then explaining the options and trade-offs to the people who manage the facilities and make investment decisions.
You’ll bring:
• At least five years’ relevant experience in asset management, maintenance planning, facilities management, engineering, building surveying, construction management or a related field, with hands-on experience in asset lifecycle planning.
• A relevant tertiary qualification or equivalent practical experience.
• Experience using condition, performance, maintenance and cost data to prioritise work, assess risk and prepare clear recommendations or business cases.
• Working knowledge of New Zealand building and health and safety legislation, and how these requirements inform maintenance and renewal decisions.
• Experience writing technical scopes or specifications and supporting procurement, contract administration or contractor performance monitoring.
• Strong asset data and reporting skills, with the confidence to improve digital tools and work across technical and operational teams.
Experience in building condition assessments, whole-of-life costing or specialist areas such as seismic, asbestos or weathertightness planning would be an advantage. We welcome experience from across the public and private sectors.
