Assets & Services Delivery Lead
Lead the teams, assets and services that sit behind frontline delivery—lifting performance, strengthening commercial discipline and keeping Napier clean, safe and looking great.
Reporting to the Operations Strategy & Delivery Manager, the Assets & Services Delivery Lead is responsible for running the operational backbone that keeps Council’s frontline services moving. This is a hands‑on leadership role focused on safe, reliable delivery, strong performance and getting value from people, plant and assets.
You will lead a diverse group of enabling and maintenance services—including city cleaning, mechanical and building maintenance, logistics, procurement and warehouse functions—to ensure Council’s assets, facilities, plant and equipment are well maintained and available when needed.
A key part of the role is embedding commercial operating practices at the delivery level. You’ll strengthen job costing, productivity, planning and cost control, and drive performance across teams—without compromising safety, quality or service outcomes. This is about making work visible, measurable and well managed.
You’ll balance day‑to‑day delivery with improving how work gets done, bringing consistency, structure and accountability to busy operational environments that don’t stop.

Lead a range of frontline and enabling services that support Council’s assets and operational teams
Ensure services are delivered safely, reliably and to agreed standards, meeting SLAs and expectations
Bring structure to planning, prioritisation and scheduling across multiple service areas
Embed commercial discipline, including job costing accuracy, productivity and value for money
Support leaders and teams to understand the cost, impact and performance of their work
Provide practical technical leadership and assurance across asset‑based and maintenance functions
Improve systems, processes and ways of working to lift efficiency and consistency
Align people, plant, equipment and materials to maintain service continuity
Build strong working relationships with asset owners, internal stakeholders and service partners
Lead, develop and hold a capable leadership group accountable for delivery and performance

You are a practical operational leader who understands how frontline and asset‑based services run day to day. You are comfortable close to the detail, but confident leading through others to get consistent results.
You bring:
Experience leading maintenance, asset‑based or operational service teams across multiple disciplines
Strong commercial awareness, including job costing, budgeting or managing to service and performance targets
The ability to bring clarity and order to busy, complex delivery environments
Confidence balancing competing priorities while keeping safety, quality and service outcomes front of mind
A steady, solutions‑focused leadership style that keeps teams moving through challenges
The ability to work comfortably with technical detail while maintaining a broader operational view
Clear, straightforward communication with supervisors, frontline teams and stakeholders
A continuous improvement mindset with a focus on practical, sustainable change
A commitment to building capability, ownership and pride in delivery

This is a permanent, full time opportunity working 40 hours per week, Monday-Friday. You will be based in Napier.
The annual salary package for this role is $98,696 - $116,113 (including KiwiSaver), with the final offer depending on your skills and experience.
