Senior Business Analyst
Drive key projects from concept to delivery, using your analysis and insight to ensure Napier City Council meets its strategic goals
Take the lead in shaping and delivering complex projects that make a real impact across Napier City Council. As a Senior Business Analyst, you’ll work closely with stakeholders to drive projects from concept to completion, providing expert analysis, business case development, financial evaluation, and strategic insight. Your work will ensure solutions meet business needs, deliver value, and support the Council’s long-term objectives.
You’ll play a pivotal role in process improvement, requirements gathering, and user acceptance testing, collaborating across teams to turn ideas into practical, high-quality outcomes. This is your opportunity to influence decision-making, strengthen relationships across the organisation, and contribute to projects that improve services for our community.
This position will be part of the Strategy & Urban Development Directorate (Urban), which leads future planning, policy development, and compliance to promote sustainable growth and enhance community well-being. The directorate supports businesses and developers through regulatory service excellence. It oversees projects to ensure efficient resource utilisation and the delivery of tangible community benefits.
Te Āheinga - The Opportunity
- Lead business case development, financial analysis, and strategic alignment for complex projects.
- Conduct process mapping and analysis to identify inefficiencies and recommend improvements.
- Plan and manage user acceptance testing to ensure solutions meet business needs.
- Collaborate with stakeholders across the organisation and with external partners to drive project success.
- Provide specialist insight to guide project decisions and support programme delivery.
- Report on project progress, financial performance, and procurement in line with Council standards.
He kōrero mōhou - About You
- A relevant tertiary qualification in Business Analysis, Information Systems, Project Management, or a related field.
- 5+ years’ senior-level business analysis experience, ideally with complex, multi-stakeholder projects.
- Proven expertise in business case development, financial analysis, and process improvement.
- Experience leading UAT and ensuring solutions deliver value and meet business requirements.
- Excellent stakeholder management, communication, and workshop facilitation skills.
- Strong ability to manage end-to-end project lifecycles while aligning analysis with delivery objectives.
- A proactive, collaborative approach with a commitment to continuous learning and innovation.

This is a permanent, full time opportunity working 40 hours per week, Monday-Friday. You will be based in Napier.
The annual salary package for this role is between $105,700-$124,300 (including KiwiSaver), with the final offer depending on your skills and experience.
