Napier City Council and Hawke’s Bay Regional Council have joined forces to create a shared Risk and Assurance service – a fresh, collaborative approach that brings together the strengths of both organisations. Help shape a centre of excellence that builds internal expertise, fosters innovation, and delivers real value to our communities. Working across both councils, this new team will lift risk maturity, embed a proactive risk culture, and strengthen strategic decision-making for the future.
As the Quality and Business Improvement Analyst, you’ll be at the forefront of improving business processes, strengthening compliance, and enhancing operational efficiency. You’ll analyse data, identify risks, and recommend practical solutions that improve performance across teams. From supporting internal audits and ensuring ISO readiness to driving process improvement initiatives, your work will have a direct impact on the organisation’s effectiveness, quality standards, and ability to deliver results.
Te Āheinga - The Opportunity
- Analyse business processes, compliance, and performance data across both Napier City Council and Hawke’s Bay Regional Council, identifying opportunities to improve efficiency, quality, and risk management.
- Lead and support quality assurance initiatives, internal audits, and ISO readiness, providing guidance and solutions that enhance organisational performance.
- Shape risk, quality, and compliance across two councils, bring fresh perspectives and drive regional impact.
- Deliver clear, actionable reporting and insights to support strategic and operational decision-making.
He kōrero mōhou - About You
- Degree in Business, Public Administration, Quality Management, Compliance, or related field.
- 3–5 years’ experience in quality, compliance, or process improvement.
- Strong analytical skills, attention to detail, and problem-solving ability.
- Collaborative, adaptable, and comfortable working across multiple teams or organisations.
- Excellent communicator, able to present insights clearly to diverse stakeholders, helping to gain buy-in and ensure alignment across teams.

This is a permanent, full time opportunity working 40 hours per week, Monday-Friday. You’ll be based in Napier CBD.
The annual salary package for this role is between $91,455 and $107,594 (including KiwiSaver), depending on your skills and experience.
