This brand-new Manager Capital Delivery role offers a unique opportunity to lead multi-million-dollar water infrastructure projects across drinking water, wastewater, and stormwater networks. You’ll play a pivotal role in shaping Napier’s water future while fostering strong regional partnerships to maximise efficiencies and shared value.
You will lead a skilled internal team and collaborate closely with contractors, consultants, and partners to deliver projects on time, on budget, and to the highest standards. Beyond project delivery, you’ll champion innovation and embed best practices that align with both Council’s strategic goals and wider regional priorities, driving continuous improvement across the capital programme.

Te Āheinga - The Opportunity
- Lead the delivery of Napier’s multi-million-dollar water infrastructure capital programmes across drinking water, wastewater, and stormwater networks.
- Drive innovation and continuous improvement in project management, procurement, and contract administration within a newly redesigned Water Services Directorate.
- Play a pivotal role in regional collaboration, working closely with neighbouring councils and agencies to maximise efficiencies and shared value under Local Water Done Well reforms.
- Manage, mentor, and develop a high-performing multidisciplinary team.
- Influence strategic planning and asset management by ensuring capital projects align with organisational goals and regulatory requirements.
- Take ownership of a newly created role offering a unique chance to shape Napier’s water infrastructure future during a transformative time in the sector.
He kōrero mōhou - About You
- You hold a tertiary qualification in Civil Engineering, Project Management, Construction Management, or a related field, backed by at least 10 years’ experience delivering major capital projects or infrastructure programmes.
- You bring proven expertise in procurement, tendering, and contract management, ideally within the water or local government sectors.
- You’ve successfully led high-performing, multidisciplinary teams and thrive on coaching and developing others.
- You’re confident managing complex (and high-value) projects, navigating risk, compliance, and stakeholder expectations with energy and professionalism.
- You’re ready to contribute to a progressive, evolving water sector.

This permanent, full-time role (40 hours per week, Monday–Friday) is based in Napier. Annual remuneration ranges from $141,000 to $166,861 (including KiwiSaver), depending on skills and experience.
