Join our team as a Resource Consents Planner, where you'll play a vital role in shaping Napier’s urban development and ensuring responsible land use. In this dynamic position, you'll manage resource consents, provide expert guidance on land use and planning regulations, and ensure compliance with the District Plan and the Resource Management Act. You’ll collaborate with property owners, developers, legal professionals, and Council teams to deliver sound planning solutions that balance growth with sustainability.
As part of our Regulatory Solutions team, you’ll contribute to the review and enforcement of the District Plan, helping Napier evolve while preserving its unique character. Your work will involve assessing applications, monitoring compliance, resolving planning conflicts, and assisting with policy development. Te Āheinga - The Opportunity
- Process and assess resource consents, building consents, and land information requests (LIMs).
- Ensure development aligns with the District Plan, Resource Management Act, and Council policies.
- Provide specialist advice on subdivision, land title, and infrastructure matters.
- Monitor and enforce compliance, ensuring resource consents are adhered to.
- Collaborate with stakeholders, including property owners, developers, and legal professionals.
- Contribute to reviews of the District Plan and assist in shaping local development processes.
- Support Iwi consultation and maintain strong relationships within the community.
He kōrero mōhou - About You
- A degree in resource management planning or equivalent knowledge.
- 0–3 years of experience in resource management (policy, consents, or similar).
- Knowledge of the Resource Management Act and planning regulations.
- Excellent communication, negotiation, and conflict resolution skills.
- Strong attention to detail and ability to manage deadlines.
- A customer-focused mindset and ability to provide logical, objective advice.
- A full driver’s license and eligibility for membership to the New Zealand Planning Institute.

This is a permanent, full time position working 40 hours a week in Napier CBD. The pay range for this role is $80,000-$95,000 (including Kiwisaver) per annum, depending on skills and experience.
We will be interviewing applications as we receive them and may close the role when we have found the right person.
