The Manager Asset Strategy is a pivotal leadership role within the Infrastructure Services Directorate at Napier City Council. Reporting to the Executive Director Infrastructure Services, this role is responsible for the day to day management of the team, as well as setting the strategic direction for Asset Strategy within Council moving forward.

Leading a passionate team of skilled and committed individuals, the role oversees a wide range of infrastructure portfolios including Building Asset Management, Transportation, Parks, Sportsgrounds, Reserves as well as Development and Standards.

You will need to possess a strong working knowledge of the RMA, LGA and other relevant legislation, standards and codes of practice to ensure your team is providing expert advice to developers on concept design, resource consent, sales and settlement. The team also provides engineering approval of developer built assets and technical input into building processes, LIM, PIM and other regulatory consent processes.

We are looking for a strong people leader who is able to engage with all areas of Council, including elected members and industry stakeholders, ratepayers and residents. You will be able to demonstrate your strategic management of an organisation's infrastructure including experience within an asset management environment.

Key requirements of this role:

  • A relevant tertiary qualification
  • Extensive Project Management experience
  • Demonstrated experience in similar roles
  • Experience in strategic management of an infrastructure organisation
  • Demonstrated experience in leading a team in an asset management environment.

Experience in Change Management in a medium to large organization is desirable.

The government's 3 Waters Reform programme aims to achieve an improved water services system that delivers safe and sustainable water for everyone in Aotearoa through the establishment of four publicly-owned water entities. This means that in June 2024 the water services currently managed by Napier City Council, and Council employees who work primarily in water services, will transfer to the new entity.
