Napier District Licensing Committee

We are looking to appoint our District Licensing Committee for the next triennium (2019 - 2022

We are looking to appoint our District Licensing Committee for the next triennium (2019 - 2022), and seeking applicants for District Licensing Committee List Members and a District Licensing Commissioner.

The Napier District Licensing Committee (DLC) is an independent decision-making body responsible for issuing all alcohol licences in Napier. The DLC is made up of 3 people: The Commissioner plus two members (from the District Licensing Committee List).

District Licensing Commissioner

Applicants for the role of Commissioner must have good standing in the community, and the following skills and competencies:

  • Experience of legal and regulatory alcohol environment
  • Knowledge of the Sale and Supply of Alcohol Act 2012
  • An understanding of the community and its expectations around alcohol licensing and the minimising of alcohol related harm
  • Excellent decision-making skills
  • Experience in conducting regulatory hearings and applying legislation and case law
  • High professional integrity

District Licensing Committee List Members

We are looking to establish our list of members who are selected to hear matters on alcohol licensing. List members must have an appropriate range of expertise and competencies, such as:

  • Alcohol licensing experience in previous roles
  • Knowledge of the Sale and Supply of Alcohol Act 2012
  • Good decision-making skills
  • Knowledge of the purposes of the hearing process and of applying the legislation
  • An understanding of the community and its expectations around alcohol licensing and the minimising of alcohol related harm
  • Good communication skills

Applicants must have experience relevant to alcohol licensing matters, but must not have any direct interests in the alcohol industry or alcohol retail business, and must not be a constable, Medical Officer of Health, a liquor licensing inspector or an employee of the Council.

New members of the Napier District Licensing Committee will be provided with training and will work as part of the Committee on an 'as required' basis. A List member may only be required to attend 4 or 5 meetings a year.
